Because distance is the single most powerful tool in reactivity work — and a pet stroller creates distance that a leash physically cannot. That's the honest short answer. The longer answer involves what "threshold" actually means, why a dog over threshold literally cannot learn, one popular claim we're going to debunk rather than repeat, and a real risk (barrier frustration) that most stroller content pretends doesn't exist. This guide covers all of it.

First, how common is this?
If you feel like the only person whose walks are a minefield, you aren't close to alone.
The largest clean dataset comes from a 2020 study of 13,715 Finnish pet dogs across 264 breeds (Salonen et al., Scientific Reports):

US figures exist but come with a live methodological argument attached. A Dog Aging Project analysis of 43,517 US dogs reported 47.4% fearful of unfamiliar dogs. We'd take the lower range seriously, and either way the honest conclusion is the same: this is extremely common.
What "threshold" actually means
Trainers use this word constantly and rarely define it well.
Under threshold: your dog notices the trigger, and can still think, eat, and respond to you.
Over threshold: your dog has flipped into fight, flight, freeze, or frantic. As trainer Mardi Richmond, CPDT-KA, puts it, an over-threshold dog "is reacting rather than thinking." And critically: "A dog will not be able to learn until he [is] back under threshold."
The physiology behind this is well established. Fear activates both the sympathetic nervous system — releasing norepinephrine and epinephrine, spiking heart rate and respiration — and the HPA axis, producing cortisol. The amygdala runs a fast emotional route that fires before the slower cortical analysis route can weigh in. The veterinary behavior textbook Behavior Problems of the Dog and Cat puts it in one sentence worth remembering: high states of arousal "preclude the possibility of conscious decisions as to how to respond."
Your dog isn't ignoring you when they're over threshold. The part of their brain that would do the listening is offline.
A useful nuance: Amy Cook, PhD (psychology, UC Berkeley), CDBC, argues the popular threshold marker — the point where a dog stops taking food — arrives far too late. She advocates finding the "one-step threshold" where stress merely begins. Threshold isn't a switch. It's a gradient, and you want to be intervening much earlier than most people do.
The claim we're not going to repeat
You'll see this everywhere: "it takes 24 to 72 hours for a dog's cortisol to return to baseline after a reactive episode." It's quoted in training blogs, dog forums, and plenty of product marketing.
We went looking for the evidence. It isn't there.
Behavior consultant Lynne Depta, writing for the IAABC Foundation Journal, traced both this claim and the related "chronically stressed dogs need 4–6 weeks to detox" and concluded: "I found I was unable to find any evidence that this information is based on scientific findings."
What the actual canine data shows points the other way. Beerda et al. (1998) exposed dogs to a range of stressors and found saliva cortisol returned to normal within the hour, and heart rate within eight minutes of the stressor stopping.
The underlying idea — that a dog can stay on edge after a rough outing, and that back-to-back stressors compound — is reasonable and matches what owners observe. "Trigger stacking" is a useful clinical framework even though it has no dedicated experimental literature. But the specific 24–72 hour cortisol number is a training-world meme, and we'd rather tell you that than repeat it to sell you something.
Why distance is the whole game
Every authoritative source on treating fear-based reactivity converges on the same primary tool.
The Merck Veterinary Manual describes reducing the stimulus "by decreasing volume, increasing distance, changing the environment, or modifying the stimulus" to a level "that does not evoke the fear response."
VCA's guidance, authored by four board-certified veterinary behaviorists, lists the intensity dials in order — distance first, then volume, speed, and breaking the trigger into components.
The reason distance matters so much is that desensitization and counter-conditioning only work below threshold. Go above it and you don't get neutral results — you get actively worse ones. Merck is explicit that continuing exposure when a pet is uncomfortable produces sensitization, the opposite of the goal, and that flooding "is seldom effective and has welfare implications."
There's also a trap in how reactivity gets reinforced. If your dog barks and lunges and the scary thing then goes away, the barking just got negatively reinforced — it worked. Every over-threshold walk is a rehearsal that makes the next one more likely.
The diagnostic for going too fast, straight from VCA: "One sign that you are moving too quickly is if your pet is no longer readily taking treats."
Where a stroller fits — and where the evidence stops
Here's the honest boundary: there is no published research on dog strollers as a behavioral intervention. None. Anything anyone tells you about strollers and reactivity — including this article — is extrapolation from principles about distance, threshold, and management. We think it's sound extrapolation. It is not a study.
What a stroller does, mechanically, is give you three things a leash can't:
1. Instant distance. A leashed small dog closes ground with a trigger at the trigger's pace, not yours. In a stroller you can turn and move away immediately, at walking speed, with a dog who can't lunge into the gap you're creating.

That last clause is the bridge. A stroller is a standing guarantee of no interaction — which is exactly the condition under which a dog can start to observe rather than react.
Owner reports match. One frequently cited description: "The stroller has allowed for Suki's mind to switch from a reactive state to an evaluative state." And: "The stroller gave the tiny pup the space she needed to think before reacting. She felt safe in her little world."
The honest counterargument: barrier frustration
Most stroller articles skip this. We won't, because for some dogs it's the deciding factor.
Barrier frustration is well documented. Tiffany Tupler, DVM, CBCC-KA, defines it as "the frustration and anxiety a fenced or barriered-in dog feels when prevented from being able to get at something they want." It can escalate into excessive barking, destruction, and redirected aggression — and crucially, "constant and repeated exposure to this type of stress can lead to learned behaviors." It gets worse with rehearsal.
NYC Animal Care Centers frames on-leash reactivity as itself a form of barrier frustration, and notes the shelter observation that removing a kennel barrier often changes a dog's behavior completely — the barrier was amplifying the reaction, not revealing the dog's true temperament.
There's even a study that cuts against a naive "barriers calm dogs" story: Martin et al. (2022) found that removing visual barriers in a shelter significantly lowered vocalizations.
So how do you square this?
The distinction that resolves it is motivation:

Realistic timelines
The best hard data comes from the ASPCA Behavioral Rehabilitation Center (Collins et al., 2022), which treated 441 extremely fearful dogs:

Read that carefully. In a residential program with professional staff, daily sessions and medication, extremely fearful dogs took roughly three months and 78 sessions — and the endpoint was mild fear. A pet owner working part-time on neighborhood walks should expect longer.
Clinical practice reflects this. Veterinary Behavior Specialties of Minnesota schedules its first progress review at 8–12 weeks, and requires 9–12 consecutive months of stability before graduating a dog from the program. Merck notes some problems "may require treatment for a year or longer."
This is why owner reports of "111 walks" or "two months to condition her to the stroller" aren't discouraging — they're exactly the right order of magnitude. Anyone promising a fast fix is selling you something.
"Isn't this just avoidance?"
The most common criticism, and the sources answer it clearly.
Management is not cheating. The Merck Veterinary Manual states that "management focuses on meeting the pet's behavioral needs, preventing and avoiding problems, and improving safety," and that "initially, prevention is necessary to avoid further compromising the pet's welfare." But management has limits, and here they are honestly. Miller lists four: it has a high failure rate in chaotic households, the consequences when it lapses can be severe, it doesn't address the underlying emotion, and it requires permanent vigilance.
And there's a theoretical trap. Every fear-eliciting event that doesn't end well makes the problem worse — and if your dog's reaction causes the trigger to retreat, that reaction just got reinforced.
